What Kern County requires before asbestos is disturbed

Cal/OSHA presumes that pipe and boiler insulation and sprayed-on surfacing in any building built in 1980 or earlier contain asbestos until a survey shows otherwise, and it requires the owner to know what is there before work begins. In Bakersfield and the rest of valley Kern County, the San Joaquin Valley Air Pollution Control District enforces the federal asbestos rules through Rule 4002. Commercial, public and multi-unit buildings must be surveyed before renovation, and the district must be notified at least 10 working days before any demolition and before any renovation that disturbs 160 square feet, 260 linear feet or 35 cubic feet of regulated asbestos. Your building department will not issue a demolition permit without the district's permit release. Tehachapi, Mojave, Ridgecrest, California City, Rosamond and Boron fall under the Eastern Kern district instead, which requires a certified consultant's survey regardless of the building's age and a notice for every demolition, including single-family homes. The contractor has its own requirements: work of 100 square feet or more needs the C-22 classification or ASB certification, annual Cal/OSHA registration, and a notice to Cal/OSHA before the job starts. We carry all of it and file the notices for you.

Our longest-running clients are the kinds of places where abatement cannot shut everything down. Over the years our reference list has included the Kern High School District, Bakersfield City School District, Kern Community College District, the City of Bakersfield and work at Edwards and Vandenberg Air Force Bases. Schools carry federal AHERA obligations on top of the state rules: a management plan, reinspection every three years and surveillance every six months, which means abatement is usually planned around summer and winter breaks. The San Joaquin Valley district's notification fee starts at $221 and rises with the quantity of material, the independent survey and clearance testing are separate line items, and larger jobs need air monitoring throughout.
