Santa Barbara County APCD: survey first, at any age

The Santa Barbara County Air Pollution Control District requires a survey by a Cal/OSHA Certified Asbestos Consultant before regulated renovation or demolition, and it allows no exemption for a building's age. Notice on form ENF-28 must reach the district 10 working days before any demolition and before any renovation disturbing 160 square feet, 260 linear feet or 35 cubic feet of regulated asbestos, and a notification without its fee is considered incomplete. Single-family homes are exempt, with details that catch people out: a house with a detached guest house is not exempt, a studio over an attached garage is, and a home that is part of a commercial or public project is not. Exempt projects use form ENF-28e, which has no fee. Building departments may ask for APCD clearance before they issue a permit, which means a current survey plus either the ENF-28 with fees or the ENF-28e. Start dates matter too: a later start must be reported by the original date, and an earlier one needs 10 working days' notice. We prepare the paperwork, and district fees, which start at $178 per building for demolition, are itemized in our estimate.
