VCAPCD Rule 62.7: what is different in Ventura County

Ventura County has its own asbestos rule, and it is stricter than the federal standard most of California uses. Under Rule 62.7, the Ventura County Air Pollution Control District must be notified for any renovation involving 100 square feet or more of asbestos-containing material, rather than the federal 160 square feet or 260 linear feet, and for any demolition where asbestos is present. For non-residential buildings the notice must be postmarked or delivered at least 10 working days before work starts. For residential buildings of four units or fewer, the district must receive the notice before work begins, without the 10-day wait or a fee. Changes have their own deadlines: a delayed start needs notice five working days ahead, and a change of more than 20 percent in the quantity of asbestos needs a revised notice. When friable asbestos is being removed, the notice has to show the contractor's CSLB asbestos certification and Cal/OSHA registration numbers.
