Lead abatement, interim controls and lead-safe renovation
These are different jobs under different rules. Lead abatement is work meant to permanently eliminate a lead hazard: removing the paint or the painted component, or enclosing or encapsulating it for the long term. In California, abatement in public and residential buildings is done by CDPH-certified supervisors and workers, and the California Department of Public Health is notified on Form 8551 at least five days before work starts. Interim controls reduce a hazard temporarily, for example by stabilizing peeling paint. Lead-safe renovation, under the EPA's Renovation, Repair and Painting rule, applies when a remodel or repair disturbs paint in a home, child-care facility or kindergarten built before 1978. California's lead rules got stricter in 2025
On January 1, 2025, Cal/OSHA cut the permissible exposure limit for lead in construction from 50 to 10 micrograms per cubic meter, and the action level from 30 to 2. Work that disturbs 100 square feet or more of lead-containing material also needs a notice to Cal/OSHA at least 24 hours before it starts. In practice that means more containment, more air monitoring and better respiratory protection than many painters and general contractors are set up for. Schools face their own rules under California's Lead-Safe Schools Protection Act and expect contractors and workers with the right state certification.
