SLO County APCD: surveys expire, and so do notices
The San Luis Obispo County Air Pollution Control District applies the federal thresholds, with notice 10 working days before any demolition and any renovation disturbing more than 160 square feet, 260 linear feet or 35 cubic feet of regulated asbestos. The survey must be done by a Cal/OSHA Certified Asbestos Consultant and submitted with the notification, and the district has two rules that catch people out. First, it will not accept a survey more than three years old, so an old report from a previous owner usually has to be redone. Second, notifications expire at the end of the calendar year, and a revision, with a fee, is required when the start date or contractors change or the quantity of asbestos varies by more than 20 percent. Its fees are also the highest of the districts we work in: a base fee per structure that starts at $737 for buildings under 10,000 square feet, plus a project fee based on the quantity of asbestos. We plan schedules to avoid revisions and list every fee in our estimate. Single-family homes are generally exempt, except for subsidized housing, multi-home projects, and homes demolished for development.
